
WHAT IS THE 3 RIVERS WRAPAROUND PROGRAM?
| 3 Rivers Wraparound Program partners with families and communities to coordinate care and supportive services for at-risk youth in Benton and Franklin Counties. The vision of this unique program is to demonstrate that youth who have challenging emotional and behavioral health needs can be best served in their own home within their own communities, using a team approach that is strengths-based, family centered, and cost-effective. The program will coordinate the efforts of system service providers with natural supports identified by the family and the youth. | ![]() |
OUR MISSION: The 3 Rivers Wraparound Program will assist at-risk children and families in identifying local sources of support, and work with those families in coordinating natural and system supports in a way that builds on family strengths and promotes the family's security and well-being.

Families have the right to participate in all decisions that affect their lives.The program will target youth who are at especially high risk of being removed from their homes and community because of their exceptional needs. Care Coordinators will partner with families and systems to develop creative, individualized plans using non-traditional resources to allow these youth to remain safely in their home and community.

Examples of people who may refer are: school personnel, MH staff, State, County, and family. The initial step of the process is to fill out the referral form and submit it via fax, mail, or in person. Once 3RWP staff receives the referral, they will contact the referral source, and, if the family is eligible, a time will be set up to meet with family and referral source. If family meets criteria for the program (see eligibility criteria below), 3RWP staff will set up a time to meet with family to discuss the Wraparound process. After this meeting, and if the family is willing and able to participate, the program director takes the referral to our Screening Committee (made up of our funding sources). After the family is accepted, they will be contacted with the start date.

What is a Family Partner?
A Family Partner is someone who builds partnerships with parents, families and professionals. A Family Partner is someone who has a child or family member with mental/emotional challenges and can offer a shared connection to families by establishing a collaborative partnership.
What do family partners do?
Family partners can become a part of your Child and Family team. Family partners provide temporary, focused support to your family in meeting the objectives set by your family and Child and Family Team. The Family Partner’s exact role is tailored to your family’s unique needs by way of specific strategies and action steps established during team meetings. Some examples of a family partner’s role are:
These are only a few general examples of the kind of support a family partner could offer. Because Wraparound operates based on a family’s unique strengths and needs, a family partner’s role can be as diverse as the families.
Group Support Programs
The 3 Rivers Wraparound Program’s Family Organization also offers our families a variety of group support and other family programs.
Coffee Group/Dad’s Group: Both are small group meetings of parents/caregivers designed to offer general support, encouragement, and social interaction held on a monthly, bimonthly, or as-needed basis.
Family Night: A larger group gathering, occurring monthly, with snacks, crafts, games, and other activities that engages the whole family.
Parent Group: A larger group gathering, occurring monthly, that is focused on parent support, information, and education. Guest speakers are brought in from other community agencies. Past topics included Autism, IEP/504 planning and family rights, Fetal Alcohol Syndrome, and Bipolar Disorder. A light dinner and childcare are provided at this event for families currently enrolled in the program.
What is a Youth Partner?
A Youth Partner is someone who focuses their partnership on the younger members of the family. The Youth Partner builds relationships with the youth to offer support and encouragement to those involved with mental health or physical challenges. The Youth Partner is someone who is actively involved in developing activities and resources for the youth and may be on the Child and Family Team for added support to the youth.
Rivers Wraparound Program offers support groups for kids, too.
Youth Group: This is our older group for youth, ages 13-17. This group focuses on the youth learning how to advocate for themselves and learning how to use their strengths in a positive way. They also focus on reducing stigma and ways to reach out to the community.
Kids Group: This is our younger group of kids, ages 5-12. This group participates in many activities that work on peer-to-peer relationships, how to use strengths in a positive way, and how to advocate for themselves. They also do a lot o f fun art and craft activities.

What is the 3 Rivers School-Based Wraparound Project? The School-Based Wraparound Project partners with families and communities to coordinate care and supportive services for middle school youth in the Pasco School District. The vision of this unique project is to keep youth out of the truancy court system. The project will also demonstrate that youth who have challenging emotional and behavioral health needs can be best served in their own home, within their own communities, and school. Families are served using a team approach that is strengths-based, family centered, and cost-effective. The project will coordinate the efforts of system service providers with natural supports identified by the family and the youth. OUR MISSION: The 3 Rivers School-Based Wraparound Project will assist at-risk youth and families in identifying local sources of support, and work with those families in coordinating natural and system supports in a way that builds on family strengths and promotes success in schools.
